1. The purpose of this MoU is to develop academic and educational co-operation and to promote mutual understanding between the two academic institutions.
2. The two academic institutions agree to develop the following collaborative activities in the academic areas of mutual interest, on a basis of equality and reciprocity.
   • Lincoln University will provide PhD and Masters programs to eligible candidates recommended by Head of University upon fulfilling the requirements.
   • Short term customized courses visit by students on credit transfer/study abroad program basis;
   • Conducting collaborative research projects;
   • Conducting lectures and organizing symposia;
   • Exchange of academic information and materials;
   • Promoting collaboration in fields of mutual interest;
   • Promoting other academic co-operation as mutually agreed;
   • Joint articulation/degree program.
3. The Tuition fee for PhD for Ghalib University will be (1000$ USD per year). Other costs including but not limited to accommodation and aircraft travel will not be on Lincoln University.
4. Supervisor and PhD classes will be conducted and managed by Ghalib University. Ghalib University can charge extra amount to their students.
5. The development and implementation of other specific activities based on this MoU will be separately negotiated and agreed between faculties, schools or institutes which carry out the specific projects. Both institutions agree to carry out these activities in accordance with the laws and regulations of the respective countries after full consultation and approval.
6. LU and GUAF recognize the value of this Memorandum of Understanding to each other in promoting their programs and activities, but any promotional material /activity which include reference to concerned countries must be sent to and be approved by the Deans of the relevant School or any other person authorized by both the institutions before use and print.
7. It is understood that the implementation of any of the types of co-operation stated shall depend upon the availability of resources and financial support at the institutions concerned.
8. Should the collaborative research activities under the MoU result in any potential for intellectual property, both institutions shall seek an equitable and fair understanding as to ownership and other property interests that may arise.
9. This MoU may be amended or modified by a written agreement signed by the representatives of both institutions.
10. The MoU will be for 5 years in the first instance, and will be reviewed thereafter. Each party has the right to discontinue the arrangement subject to a period of 12 months’ notice being given. The Understanding may also be terminated at any time by mutual consent of all the parties.
11. In any case of discontinuance, the parties will honor agreed commitments either via the accepted arrangement or suitable alternative negotiated at that point.
12. Lincoln University and Ghalib University May jointly award the Master and Bachelor Degree in Afghanistan for that different MoU will sign.
