Lecturers Appointment Procedures
Introduction:
Academic staff body of an education institution is considered the most essential and fundamental pillar of the institution. Such institutions always strive to strengthen their academic programs through hiring competent lecturers and academic staff who can play a key role in providing quality education and facilitate academic research.
In order to be able to identify and recruit the most qualified and competent academic staff it is required to have an appointment procedures and policy. Based on the official laws and regulations, this procedure is henceforth prepared to ensure transparency and equality in recruitment, promotion and or dismissal of academic staff.
Chapter One
Bases
Article 1: The Procedure is enacted pursuant to paragraph 1 of article 47 of the Ghalib University bylaw.
Definitions :

Lecturers and members of cadre: An individual appointed by the academic body of the institution based on the procedures and regulations for members of cadre. He/she must be qualified, professional and experienced in teaching and should have at least a Master’s Degree or should be specialist in his/her field of teaching. The individual who is appointed as member of cadre will be responsible for teaching, academic, research, cultural and publications affaires at the University.
Education Qualification: This is the latest academic credintials that is accredited and approved by a university.
Academic Ranking: The academic ranking for lecturers who are promoted after undergoing the required and necessary conditions.
Promotion: promoting lectures and members of cadre to a higher academic ranking is called promotion.
Retirement: Retirement is for lecturers and members of cadre who have completed a specific period of service and reached to a specific age; who shall be entrusted with material and intellectual privileges.
Dismissal: Dismissal is about dismissing a lecturer and member of cadre based on laws and regulations, and based on specific conditions.

Eligible lecturers hired as members of academic cadre must have the following qualifications in addition to those mentioned in the Civic Higher Education Law.

Lecturers who holds academic ranking higher than Pohanmal and who previously held such academic rankings from other educational institutions shall be appointed to the University as required. The University academic council shall evaluate the academic credentials of the candidates for academic positions at the University.

Test and Job Announcement
Job Announcement:

Faculties and departments determines their specific job requirements for an appointment of a lecturer or members of cadre and sends a request to the academic vice chancellor through an official letter. The faculties and departments shall specifically illustrate the academic qualifications, job and teaching experience, academic degree, and academic ranking of a particular position for the recruitment.
Requests for recruitment must be endorsed b the academic vice chancellor and academic council of the University.
Job Announcement:
Article 8:
A job announcement for the vacant position is announced a month before recruitment through Ghalib’s website, Facebook page, the University’s bulletin board and if needed through mass media outlets.
Competitive Test:
Article 9:
If there are more than three qualified candidates for a vacant position, there will be a competitive test given; passing score is 65; however, the candidate scoring the highest will be given priority for employment.
And if the candidate with the highest score fails to deliver the conference successfully, then the candidate with the second highest score will be invited for a conference.
Appointment of the examiners

The relevant department recommends the examiners and the academic council of the faculty approves them.
Preparing the test questions:

The test questions for positions of members of cadre shall be prepared by the lecturers of the same faculty and when needed, the questions will be prepared with assistance of lecturers from other departments with approval of the academic council of the faculty. The questions will be kept confidential in closed packages at the faculty. Professors and lecturers in the same field of study with higher academic ranking and position than the announced position shall take part in preparing the questions.
Type and number of questions:
Article 12:
The test questions for positions of members of cadre recruitments shall be prepared on subjects and courses taught at the department. The number of questions is subject to the number of credit hours of the course. Questions must be designed to be comprehensive, accurate and detailed.
Announcing Test Results
Article 13:
The test results shall be announced by the relevant faculty on the same day when test was given.
Chapter Four:
Mechanism for Conducting and Evaluating Seminars
Interview with eligible candidates
Article 14:
Candidates who have met the requirements shall be interviewed individually. During the interview, the candidate’s qualifications, CVs and other documents will be evaluated. The seminar evaluating committee will propose three topics for candidates who are selected based on the requirements of this regulation and the date for the seminar will be determined.
Appointing seminar evaluating team
Article 15:
The relevant department appoints a three-member seminar evaluating team that will be approved by the academic council of the faculty and is responsible to assign topics and evaluate the seminars.
To be eligible to evaluate the candidates’ seminars, evaluators must have a degree higher or equivalent to the candidates’ degree.

There is a special form used and filled out by each designated member to evaluate seminars. Designated members present their collective as well as individual scores on each of these criteria for candidates:
Counting evaluation score:
Each criterion referred to in Article 16 receives a score between 0 to 3. Maximum score accumulates to 18 and once a candidate obtains on average a 12 points score, their seminar will be accepted.
Recruitment Process for successful candidates

Recruitment of a successful candidate is done based on Ghalib’s regulations and procedures. Candidates are required to submit the following documents before recruitment is completed:

Members of cadre who re-apply for a position, their application will be reviewed by the department, recommended by the head of the faculty, and recommended by the chancellor’s office and the final approval shall rest with the academic council of the University.
Re-appointment after Studies:
Article 20:
Lecturers who have travelled abroad for higher education either through the University or with the approval of the University shall be appointed without undergoing the same recruitment process; such re-appointment shall be based on the successful completion of the candidate’s study program and approval of his academic credintials; provisions of articles 14, 15 and 16 of this regulation shall not be applied to such re-appointments.

Article 21: This regulation in six chapters and 21 articles, after approval of board of trustees and approval of academic council of the University is enforced from 22 August 2016.
